Debian adds LoongArch as officially supported architecture

Loong64 has become an official architecture in Debian and will be part of the upcoming Debian 14 ("forky") release.
An initial set of 112 packages has been manually built and imported, enabling the creation of an initial chroot and the setup of the first buildd.
The first buildd has already built and uploaded 300 new packages overnight.
The initial bootstrap is expected to take about a week, with the possibility of additional buildd instances being added to increase throughput.
