GCC Compiler Adds Arm AGI CPU Target

GCC open-source compiler now supports targeting Arm's newly-announced AGI CPU.
Arm AGI CPU features up to 136 Neoverse V3 cores and is designed for AI data centers.
Support was added to GCC ahead of servers with this CPU coming to market from ODMs.
The -mcpu target name for this CPU is 'armagicpu', noted as odd due to redundancy.
The patch including this target will be part of the upcoming GCC 16.1 stable release.
