Fedora 45 Atomic Desktops Look to Allow for Web-Based Remote Installations

Enable secure remote installation via Anaconda WebUI on Fedora Atomic Desktop images (Silverblue, Kinoite, etc.).
Users boot target machine with `inst.webui.remote` and complete installation from any web browser over HTTPS with pin-based authentication.
No VNC/RDP client needed; uses HTTPS with self-signed certificates and port 443 by default.
Remote access is opt-in (not default) and in tech preview; local installation unchanged.
Authentication required by default, with an opt-out (`inst.webui.remote.noauth`) for development.
Isolated cockpit configuration under `/etc/anaconda/cockpit/` prevents installer settings leaking to installed system.
Benefits include better UX than VNC, support for lightweight ARM SBCs, and future compatibility with other WebUI-based images.
